I think the scene has changed a few.
In the 90´s the best Black Metal came from Norway like. Mayhem, Gorgoroth, Dimmu Borgir etc, but currently takes no place in the BM .Today there are great Black Metal bands all around the world. I can´t say, country XYZ has the best BM today.

This might not be a very original reply, but I have to quote Sweden (with bands like Marduk), Norway (Urgehal and Gorgoroth), Germany (Nargaroth) and France (Nocturnal Depression, Peste Noire...), New-Zealand (WinterDeluge, Vassafor...) as the countries producing the best black Metal bands in my opinion.
