something thin and relaxing, like some post-rock or light prog rock or something. It puts me in a better Mood listening to uplifting music, but  Power metla is too spastic and over-the-top to really help any. Can't really comprehend it when I'm in that state.
Either that, or some good DSBM...helps me feel level with my emotional state and actually boosts my mood. Unfortunately, most DSBM is absolutely terrible so I usually don't choose this method.

Like Enigmatick said, post-rock.

Classical is also very soothing. Mozart, Vivaldi, E.S.Posthumus, all very soothing but awesome.

And lastly, most of Senmuth's ambient stuff.

I wouldn' recommend the song 'Don't worry, be happy'.
Whenever I hear it, I feel stressed, or if I wasn't stressed/depressed to begin with, it makes me start worrying about something.

i completely agree0  just the tone of that song is condescending... it sounds like whoever is singing is really stressed out about something
