I'm wondering which country has the best bands. (all genres of metal)
In my opinion Germany.
Industrial metal: Rammstein, Knorkator, Megaherz
Folk/pagan/viking: Falkenbach, Equilibrum, Absurd
Power metal:
Helloween, Blind Guardian, Edguy, Gamma Ray
Symphonic metal: Xandria, Haggard
Black metal: Nargaroth

Finland has some good bands too, but most of them are folk metal. 

What do you think?

Germany closely followed by Sweden.

I say Canada has the best, followed by Germany and France. I just lay out Canada here.

Black metal: Skagos, Gris, Blasphemy, Weapon, Blood Revolt, Woods Of Ypres, Miserere Luminis, Nuclearhammer, Sombres Forêts, Antediluvian, Axis Of Advance, Dark Forest

Death metal: Cryptopsy, Martyr, Neuraxis, Augury, Gorguts, Quo Vadis, Aeternam, Archspire, Mitochondrion, Revenge

Thrash/Power metal: Annihilator, Strapping Young Lad/Devin Townsend, Voivod, Borealis, Anomymus

Etc.: Unexpect, Protest The Hero

I'm also for Germany, 'cause it has big names from nearly every metal genre. Next comes Finland and France.

I also like Germanys metal scene: Sodom, Kreator, Destruction, Grave Digger, Gamma Ray, Helloween, they are all fun to watch and listen to.
