well, to be honest both are important.But some times I can tell you that lyrics comes first.
Some times my sis.tell me wot this strange music you're listning to? but when I started translating, she told me waw It's not wot seems to be.
In short, lyrics are universal.Realy !! it can change a looooooooooooot in this world.It can make you happy or even saaaad   

but for those who loves this kind of music translation is not needed sometimes,isn't it?

yeah sure sometimes it's not needed !!
That's why I'm telling you both are important for me.
But in general, if we want to compare between the two, out of  being a fan of Metal or other stuff.
People around the world get the msg of lyrics(translated or not)more than the one of music.
For ex: not all of us can understand a symphony (music without lyrics) but we do understand a song(mixture of the two)

First, I listen to the music because I don't understand the lyrics if I don't search and read translations^^. And so, i can listen and like music with lyrics i can't stand or with ideas i don't like (a little).
