I think you're thinking of Intense Hammer Rage, a band that had songs such as 'Here's to Men Who Masterbate Over Dying Children'. They're from Australia, all their music is horredously bad in sound and taste, and most of their CDs were destroyed, amking their debut album highly sought after by people with shit taste in metal.

Yus. There was this guy named Luigi Russolo and back in the 1910s he made music that was just sounds of clanking metal, whirring machines, and hissing steam of the industrial world around him. He developed a bunch of instruments that made these sorts of noises and arranged a concert with an orchestra with his own patented instruments. The people that came were so offended by how different it was that they stormed the stage and caused a Riot that got a lot of people injured.
He was then totally shunned from society and people threatened to Burn his house down. I don't know, just thought it was worth mentioning.

Yes, but with subtlety and direction and purpose.
